NCSC Partners with Camarines Norte to Establish the First Senior Citizen Community Care Center in Bicol — a Landmark for Elderly Welfare



The National Commission of Senior Citizens (NCSC), in partnership with the Provincial Government of Camarines Norte, is set to launch the first provincial Senior Citizen Community Care Center (SC3C) in the country—a groundbreaking milestone that will provide greater access to services, social engagement, and support for the elderly. Once operational, this SC3C will be a precedent for future elderly care initiatives in the region.


On March 10, 2025, the NCSC, led by OIC Dr. Mary Jean P. Loreche, alongside Commissioners Reymar Mansilungan and Ricardo Rainier Cruz, met with Governor Ricarte “Dong” Padilla and his team, including the Provincial Social Welfare and Development Office (PSWDO). Dr. Loreche highlighted the NCSC’s recent achievements, including the nationwide Expanded Centenarian Cash Gift Distribution and the launch of five Senior Citizen Community Care Centers in other regions—demonstrating the agency's commitment to elderly empowerment.


A Center for Care and Connection

The meeting focused on the operational framework of the SC3C, detailing the services it will provide and identifying potential partners. Governor Padilla expressed full support, committing to establish the center in Vinzons, Camarines Norte, where an existing senior citizen facility will be repurposed. He instructed PSWDO Head Cynthia Dela Cruz to assist the NCSC in assessing the site.


On March 11, 2025, Commissioner Mansilungan and the Bicol Regional Office staff inspected the facility. While structurally sound and furnished with essential amenities, it lacked electricity and water. Ms. Dela Cruz pledged to lobby the Office of the Governor for the swift installation of these utilities, ensuring the center is fully operational before its launch.


Strengthening Collaboration for Senior Welfare

Next, a stakeholders’ meeting will promote advocacy and awareness about the SC3C's mission. Partners will explore how to integrate their services and resources, making the center an LGU-driven hub of care. The meeting will also present the SC3C Framework and Implementation Plan, alongside capacity-building and knowledge-sharing sessions for OSCA heads and LGU focal persons.

The first SC3C in Bicol is more than just a facility—it is a beacon of hope for the region’s elderly, symbolizing the NCSC's unwavering commitment to their dignity and well-being. Through initiatives like this, the NCSC continues to build inclusive, compassionate spaces where seniors can thrive with dignity, respect, and joy.
