The National Commission of Senior Citizens (NCSC) has expressed full support for the proposed bill titled “An Act Expanding the Coverage of the Senior Citizens Privileges and Benefits, Further Amending Republic Act No. 7432, as Amended.” This was conveyed during the deliberation of the House Committee on Ways and Means, chaired by Representative Joey Salceda, on January 14, 2025, at the Andaya Hall, House of Representatives, Quezon City. The proposed bill aims to enhance and broaden the privileges and benefits available to senior citizens across the Philippines.

During the said deliberation, Dr. Mary Jean P. Loreche, Officer-in-Charge and Commission Member IV of the NCSC, proposed measures that include significant provisions such as broader discounts and exemptions on medicines, food supplements, and healthcare services, even when availed through Health Maintenance Organizations (HMOs) or insurance companies. It introduces a 15% discount on monthly utility bills, specifically for electricity and water consumption within designated limits. Additionally, it provides enhanced transportation benefits, including discounts on toll fees and fare exemptions for various public transport modes, as well as parking fee waivers for vehicles driven by or carrying senior citizens.
Additionally, the bill introduces minimum death benefit assistance of Php 25,000.00 to the nearest surviving relatives of deceased senior citizens. This provision aims to alleviate the financial burden on families during times of loss. Dr. Loreche described the inclusion of death benefit assistance as a compassionate step toward supporting families and ensuring the welfare of senior citizens extends beyond their lifetime.

The bill also addresses the need for increased access to basic necessities by raising the discount rate for essential goods, which will help senior citizens maintain their health and well-being. Provisions for recreation and welfare are designed to ensure senior citizens’ access to wellness facilities while discouraging harmful activities such as gambling.
Dr. Loreche highlighted that the measure will significantly improve the quality of life for senior citizens while reinforcing their status as valued members of society.
The NCSC stands in full support of the proposed amendments and will continue to collaborate with Congress and other stakeholders to ensure that the enhanced provisions translate into real benefits for senior citizens across the country. ◼
